(Madrid, December 3, 2013).- CEPES a priority boost the model of public-private partnerships that develop the social economy enterprises under the Fourth Plan for Spanish International Cooperation 2013-2016.

The CSR manager of the Employers of Social Economy, Emili Villaescusa, pointed out that "CEPES considered very positive bet the IV Master Plan to incorporate the private sector in development cooperation, as this will add value to the carrying paper making enterprises Social Economy as key actors in the model economic development and growth arising from new policy of cooperation. " Villaescusa added that" Social Economy will become a benchmark for its accumulated experience in various countries"

Villaescusa was speaking in the context of the 'Workshop on Public-Private Partnerships for Development (APPDs)' have been held today in Madrid organized by the Spanish Agency for International Cooperation for Development (AECID).

CEPES appreciates that the Ministry of Foreign Affairs and Cooperation is driving companies to participate in projects of development cooperation under the Fourth Plan. In this sense, Villaescusa recalled that "47 cooperation projects executed between 1998 and 2010 by 14 members CEPES institutions, we find thatSocial economy had managed a total of 20 million euros. "

The Employer Social Economy confident to collaborate with the AECID for Spanish cooperation to realize the full potential of economic growth of social economy enterprises in partner countries of Spain, within their development programs and poverty reduction.

"The fact that the management of these companies is based on democratic models of organization, prioritizing the interests of the person rather than the capital in the distribution of benefits under a collective approach and to promote social cohesion, makes Enterprise Social Economy and Solidarity is particularly sensitive to theenvironment in which it operates and has a special commitment to development cooperation, " he pointed Villaescusa.

The CEPES CSR representative recalled that the Social Economy Employers participate "in projects and programs in cooperating with public, usually local authorities, and civil society in order to generate a positive impact on the development programs by partner countriesshared work. "

Allied to the public authorities

In several Latin American countries, the social economy enterprises such as cooperatives, are allies of the authorities as they cover basic services (electricity, water, health, education ...), wherever the authorities do not have many resources. In these places you opt for the use of cooperatives usually because management responsible, transparent and sustainable for the beneficiaries is ensured.

As an example, Villaescusa reminded that the Annual Report of the Federation Argentina reflects that "electric cooperatives have responded to the needs of its partners in the absence of interest from private equity firms in the economy-profits in providing services in certain circumstances orareas of low profitability and when the State fails to attend certain segments of society. "

For this reason, CEPES shown a willingness to maintain and boost their cooperative activities as social economy enterprises are an actor who contributes to the development of third countries development.

The day, organized as part of the 25th anniversary of the AECID, was to reflect on the role of APPDs as instruments for the promotion of human development.
