CEPES leads the discussion of 'social enterprises' in Spain

Among the conclusions of the conference 'The Social Company as agent for the Social Economy', organized by CEPES and the European Social Committee (EESC) and Economic Committee, CEPES, as employer's Social Economy, drives this new concept for coverage and legal recognition within the Spanish legislation on Social Economy

(Madrid, September 12, 2014) .- The Employer Social Economy is promoting the concept of "social business" in Spain to give legal coverage and recognition within the framework of Law 5/2011, as the European Commission mark , which states that 'social enterprises' are an agent of the Social Economy. This is a majorconclusions of the conference 'The Social Company as agent for the Social Economy', held today in Madrid at the headquarters of the Economic and Social Council (CES), organized by CEPES in collaboration with the European Social Committee (EESC) and Economic Committee.

"Since 2011, Europe defines 'social enterprise' as an agent of the Social Economy and therefore consider very positive from CEPES in Spain to develop and enhance the business model within the framework of the Social Economy" , said the president of CEPES, Juan Antonio Pedreño.

The term 'social enterprise' was created by the Community institutions by the end of 2011 and the European Commission identifies according to three major criteria in Spain are encompassed within the Law 5/2011 which defines the Social Economy: the action of the company aims to achieve a social objective, benefitsreinvested in the social order and organization is based on democratic, participatory and oriented to social justice principles.

Currently, the Spanish legislation can be considered 'social enterprises' three legal formulas framed in the Social Economy, and the Special Employment Centres, integration enterprises or social initiative cooperatives.

However, the president of CEPES has left open the door to the incorporation of a new legal formula that defines the 'social enterprise' within the Social Economy Law 5/2011. "It would be important to open a debate at the state level," said Pedreño, "to see the best way to incorporate the new concept of social enterprise in the Spanish Social Economy Act, so that coverage and legal recognition is given to these new formulas of Social Economy. " Pedreño has also stated that "all 'social enterprises' are part of the EconomySocial, but not every company social economy are social enterprises. "
